Count vs. requirement — the distinction that trips people up

Every personal card you open counts toward your 5/24 tally — including co-branded cards like airline and hotel cards. But being under 5/24 is only a requirement for approval on Chase's own personal cards. So a co-branded card can push you toward 5/24 even though it doesn't require you to be under 5/24 to get approved for it (issuers other than Chase don't check your 5/24 status at all).

What doesn't count toward your 5/24 tally:

Authorized-user accounts can sometimes appear on your credit report and affect your count — request removal before applying if you're close to the line. Always verify current terms on Chase's application page before applying, since policy can change without notice.
